有关对应商业发票APP补贴制度

首先

中小企业厅从今年3月末开始接受IT导入补助金的申请。购买对应商业发票会计APP等可获得最多350万日元的补助金。

IT导入补助金2022概要

中小企业·小规模经营者等都是此次申请IT导入补助金的对象,作为「数字化基础导入类型」,补贴对应发票APP等的购买费用。

在具备一定商业发票会计功能的软件,最多可以补助到350万日元。另外,11月28日为第16次截止日期,12月22日为第17次截止日期,交付申请的最终(18次)截止日期预定为2023年1月19日。

可以应用压缩登记

由于2022年信息技术引进补贴(数字化基础设施引进类)属于政府补贴等的范畴,如果补贴用于引进(购置)新的会计制度等,则要遵守政府补贴等的规定。

通过应用压缩登记,允许对该补助金延期征税。

同时,与压缩记账并用,也很有可能享受资产折旧总额的减免特例的税务优惠政策。

比如,购买了60万日元的发票对应会计APP ,可以得到相当于2/3金额的40万日元的补助金。这种情况下,通过应用压缩记账,资产的商业发票上的购买成本价为20万日元(=60万日元-40万日元)。

如果购买成本价是20万日元的话,因为不到30万日元,所以根据中小企业者等的少额折旧资产的特例,可以将其全额作为当期费用。

功能追加时应作为资产处理

申请商业发票APP补助金,购买新系统的规定如上所述。另外一种情况,无需申请该补助金而进行改善已有对应商业发票的新政策的系统的企业,这个改善费用可以作为当期修缮费用来处理。

但是,需要注意的是与发票制度无关的新功能的追加和改进功能等费用需作为“资本性支出”不是作为当期费用而是作为资产性申告。

通常,在现有系统中追加新功能时,必须作为“资本性支出”性的资产申告,但伴随着商业发票制度系统修改,只是根据消费税法修改的,这个修改部分如有明确的指示图的情况下作为当期修缮费进行当期费用来处理(与轻减税率制度时相同)。

出租车商业发票制度

发票制度开始后,如果乘坐的出租车是免税经营者的话,就即使支付同样的乘车费,使用者的税负也会产生差异。

发票系统启动后,如果纳税人乘坐的出租车是免税经营者,不能获得关于乘车费用的进项税额扣除。即使他们支付相同的票价,这将导致用户的税收负担也会产生差异。

在2023年10月开始的消费税发票制度中,原则上不能扣除与免税经营者交易相关支付的消费税。这意味着公司支付的消费税额会增加。

另一方面,出租车行业免税经营者多的理由是个人出租车,也就是所谓的个人出租车的存在。作为个人运营商的个体出租车,从销售规模来看大多是免税运营商,也完全可以理解不登记商业发票的选择。但是,企业使用出租车的次数频繁,根据乘坐的出租车不同,发票发放与否不同的话,作为管理部门会有很大的劳力和负担。也会产生很多的错误差距。

关于这一点,根据由经营出租车业的个人经营者构成的一般社团法人全国出租车协会,考虑到使用者,基本上在向个人出租车经营者一律进行发票登记的方向上进行指导。

固定利率和变动利率,哪一个的利率是有利还是不利不能一概而论。因为事先不知道未来利率会如何变动。

另外,如果选择固定利息的话,需要注意的是将来提前偿还的话可能会产生违约金。

为了以低利率获得融资

从供应商采购商品和原材料的时候,或者想向外包商发注时,进行价格交涉吗。

如果不进行价格交涉的话就另当别论了,如果通常有交涉的话,申请银行融资,也会进行价格交涉,也就是利息交涉。

除了部分制度贷款,一般贷款利率由企业与银行的交涉后决定。至今为止没有和银行进行过利息谈判的人,可能会一直按照银行说的那样设定高利息来获得贷款。

如果企业方面有意识地进行利息交涉的话,有可能可以实现低利率,减少支付利息。能以较低的利率获得贷款的第一步是在申请贷款时进行利率交涉。

在进行利率交涉时,重要的是你是否有其他选择。如果是拥有从其他银行也能得到贷款的业绩,当然会有很强的立场。为此,企业自身能否成为银行想融资的对向是关键。

另一方面,在业绩和财务报表等非常不好的情况下,如果是很难从银行获得贷款的公司,还是要重现考虑一下是否和银行进行利息交涉。

这种情况下,为了改善经营而推进经费削减,自己主张希望银行可以以低利息进行合作也是非常关键的。

过度的要求会给人留下不好的印象,但可以银行职员提出的利息上少许抵抗一下,这在中长期合作来看也是很重要的态度吧。
