令和6年的年末调整方法

首先

9月24日,国税厅在其网站上开设了“能很好地了解年末调整的页面(令和6年分)”,并公布了“如何进行令和6年分年末调整的方法”等信息。令和6年分的年末调整除了正常的年末调整工作外,还追加了与定额减税相关的年调减免事宜。

年末调整的基本流程

年末调整是公司结算从员工工资中预扣所得税的一种程序。工资收入者根据其当年收入按月预征税款,超出或不足部分通过年末调整进行调整。具体流程如下:

  1. 提交抚养扣除等申报书
    员工向公司提交“抚养扣除等(调动)申报书”。由此,申报抚养亲属的人数、配偶扣除、残疾人扣除等。
  2. 提交保险费扣除申报书
    提交“工资所得者的保险费扣除申报书”,申报人寿保险费和地震保险费等的扣除。另外,社会保险费扣除和小规模企业共济等保险费扣除对象的支付也在这里申报。
  3. 基础扣除、配偶特别扣除等申报
    如果员工的配偶收入低于一定数额,可享受配偶特别扣除。
  4. 扣除额的确认和结算
    公司确认员工一年的收入和扣除额,并重新计算所得税金额。根据重新计算的结果,任何多缴或少缴的税款都将在12月份的工资单中进行调整。

关于定额减税的年调减税事务

从令和6年开始实行所得税定额减税。这个制度的目的是通过直接从个人所得税中扣除一定金额来减轻个人的税收负担。年末调整中定额减税事务的要点如下。

【适用对象】

定额减税适用于符合于一定要求收入的工资收入者。该计划覆盖面广,适用于一般工资收入者,但对高收入者有一定限制。

【年末调整的手续】

该扣除额根据工龄计算。产假是否计入工作年限会影响退休收入扣除额,因此需要准确理解。

【退休收入扣除的计算】

退休收入扣除额根据工龄通过以下公式计算:。

  • 工龄在20年以下时:40万日元×工龄
  • 工龄超过20年时:800万日元+(70万日元×(工龄-20年)

因此,工龄越长,退休收入扣除额就越高。因此,育儿假是否计入工龄对扣除额有直接影响。

【产假期间的工龄计算方法】

在所得税法上,与退休收入扣除相关的“工龄”不仅仅是实际工作的期间,而是指雇佣关系持续的期间。育儿休业中只要雇佣合同没有解除,那个期间就作为工龄计算。

因此,由于取得产假的期间包含在工龄中,所以在计算退休收入扣除方面也不会吃亏。

计算工龄的具体示例

例如,如果员工A工作了20年,其中2年休了育儿假,那么她的工作年限计算为20年,包括这2年。因此,A女士的退休收入扣除额如下

20年工龄:400,000日元 x 20年=800万日元

如果A女士在没有休育儿假的情况下工作了同样的20年,她的退休收入扣除额仍为800万日元,她的工作年限和扣除额不会受到休育儿假的影响。

产假期间包含在工龄中的重要性

将育儿假期间包含在工龄中,可防止休育儿假的员工处于不利地位。虽然育儿假是因生育或养育子女而中断工作的一段时期,但雇佣关系仍在继续,因此不会对退休所得税抵免造成不利影响,退休所得税抵免是员工离开公司时领取的退休福利的一种税收减免。

内制还是外包

某制造公司在加工过程中根据采购的原材料生产A部件,然后在装配过程中进行组装,生产出B产品。该公司目前正在考虑一项建议,即为了降低成本,将从原材料采购到部件A的加工流程外包出去。

  • 直接材料费50千日元(零件+原材料费)
  • 正式员工劳务费20千日元(直接参与加工作业的正式员工的人工费)
  • 合同员工劳务费5000日元(直接参与加工作业的合同员工的人工费)
  • 制造间接费15千日元(折旧费等,工厂全体发生的经费(与有无外包无关,固定定期发生)
  • 合计90千日元

根据工厂管理部门的说法,部件A的制造成本为每件90千日元,其详细内容如上图所示。另一方面,有候补公司表示每件以60千日元承担分包加工。如果施行外包,公司计划解除与合同工的合同。这种情况,公司将A部件的加工分包出去,能否降低成本?

正式员工的劳务费会被削减吗

如果一个制造成本为90千日元的产品可以60千日元的价格外包,那么外包是否就能节省成本呢?其实,事情并非如此简单。明确对比,分解要素,找出会发生变化的部分和不会发生变化的部分。如果外包,直接材料成本就会消失。合同工成本也会消失,因为计划解除合同。生产管理费用将保持不变,无论是否外包。

那么,正式员工的劳动力成本如何?如果把正式员工调到其他部门,似乎劳动力成本就会消失,但事实真的如此吗?
